3.Qualification Requirements for Bidder
  Qualification Requirement：1) If the bidder is an enterprise, a copy of a valid business license shall be submitted, and shall not violate the provisions of the state restricting operations, concessions and laws and administrative regulations prohibiting operations; 2) if the bidder is a public institution allowed to operate according to law, it shall submit a copy of the valid public institution legal person certificate and organization code certificate;3) the bidding products and services must comply with the relevant regulations and norms of the state and the industry;

  2.Certificate Authority(CA) application: CA is used for the identification of the bidder online, encryption and decryption of the e-bid document, and signature on the e-bid document. The bidder shall apply the CA on your website https://etp.faw.cn. The bidder shall bear the consequences for not applying the CA in time (normally it takes 3-5 days to send the CA by courier within China

  3.Download the Bidding document: After registration and payment of the bidding document fee as the clause 8 down below, the bidder can log in FAW international e-bid Platform (https://intlbid.etp.faw.cn/en/index.html) to download the bidding document online. Submittals will ONLY be accepted via e-Bid.

  4.The fee for bidding document shall not be refunded after purchase of the bidding document.5. Microsoft Office, latest version IE explorer is required. And please download the “Driver” from FAW International e-Bid Platform. The bidder shall use the Digital Certificate to log in the platform to participate the bid opening and to decrypt the e-Bid documents. If decryption is failed due to bidder’s reason, it shall be deemed as bidder’s withdraw from the Bid.
