3.Qualification Requirements for Bidder
  Qualification Requirement：The following bidders are not acceptable: 1. Different bidders that have the same person in charge; 2. Different bidders that are share-holding or managing mutually; 3. Bidders that have been listed as Dishonest Judgement Debtor on www.creditchina.gov.cn or other credit platform by the China Supreme Court. 4. Bidders that have been list as Enterprises with Serious Illegal and Dishonest Acts in the National Enterprise Credit Information Publicity System by Administration for Industry and Commerce.
  Contract Reference Requirement：The bidder shall provide relevant supporting documents for at least one similar project that they have undertaken (currently providing services or completed, depending on the time of contract signing) from January 1, 2021 to the date of bid opening

  1) A copy of the contract should be attached (if the content of the contract cannot reflect the performance requirements, a supplementary explanation of the technical agreement can be attached);

  2) The bidder shall be the direct supplier of the contract;

  2.Certificate Authority(CA) application: CA is used for the identification of the bidder online, encryption and decryption of the e-bid document, and signature on the e-bid document. The bidder shall bear the consequences for not applying the CA in time (normally it takes 3-5 days to send the CA by courier within China

  A、 The bidder promises that when similar products of this brand enter the domestic market for at least 2 years: ① Acting as an agent for similar products of this brand for no less than 1 time (providing proof of winning the bid notice or performance contract) ② The company has been established for at least 2 years and has more than 2 years of experience in acting as an agent for similar equipment (providing proof of winning the bid notice or performance contract signed before January 1, 2023) ③ Authorization letter (must include a description of the manufacturer's sales model in China, if not included, a separate sales model description issued by the manufacturer (including domestic offices, etc.) in China must be provided).

  B、 The bidder promises that when similar products of this brand enter the domestic market for less than 2 years (original manufacturer's explanation must be provided): ① Acting as an agent for similar products of this brand or similar equipment products of other brands no less than once (proof of winning bid notice or performance contract must be provided) ② Authorization letter (including the manufacturer's sales model explanation in China, if not included, a separate sales model explanation issued by the manufacturer (including domestic office, etc.) in China must be provided).
