3.Qualification Requirements for Bidder
  Qualification Requirement：1. The bidder shall have the corresponding supply capacity with the bidding project, the right to independently sign the contract and the ability to fulfill the contract; 2. The bidder shall have the quality system certification of the relevant products, and provide the scanned copy of the certification.
  Contract Reference Requirement：The bidder has undertaken at least 3 or more similar performances with contract date from January 1, 2019 to the date of bid opening, of which at least 1 similar performance shall meet the following requirements: the contract date is from January 1, 2021 to the date of bid opening, and the total contract amount is at least 13,000,000,000 RMB or equivalent in foreign currencies (the contract amount in foreign currencies shall be converted in accordance with Clause 4). The bidder shall submit a copy of the contract of the above similar performance (if the contract can't describe the specific content of the project, it is necessary to attach the technical agreement), the specific requirements are as follows:

1) The contract should be signed or stamped by all parties (if there is no signing or stamping by all parties in the special form of contract such as e-contract, order, and so on, the material proving the authenticity of the contract such as the acceptance report or the invoice shall be provided); 

2) The copy of the contract shall include at least the names of all parties to the contract, the subject matter of the contract, the amount of the contract, and the amount of the contract 2) The copy of the contract shall include at least the names of the contracting parties, the subject matter of the contract, the contract amount, the date of the contract and the signature and seal page (if the performance does not require the amount of the contract, the amount of the contract will not be evaluated  ); 

3) The date of the contract shall be based on the later of the effective time of the contract and the time of the contract signing; 

4) If the amount of the contract is in foreign currencies, it will be converted to RMB in accordance with the exchange rate in clause 15.1 of the Bidding Information Sheet in Chapter 6 of the bidding documents. 4) If the contract amount is in foreign currency, it shall be converted into RMB according to the exchange rate in clause 15.1 of Chapter 6 of the bidding document, and if the total amount is not reflected in the contract, the corresponding VAT invoice or settlement statement signed or stamped by the buyer shall be provided in addition, which is not less than RMB 13,000,000 or equivalent foreign currency; 

5) Similar performance refers to the performance of general contracting of cylinder block or cylinder head production line equipment.
